Think you're right on both counts. Here's what I'd try:
Cleanly cut the plastic feed tube from the charcoal canister so it could be easily spliced back together if needed. Cap off solonoid end, run other end into air intake duct like the PCV re-route we did, with it's own tap to air duct. But first, I would hook a vacuum guage up to manifold vac, see where idle man. vac is. That way get before/after.
I'd also search for any other man. vac. taps on intake, check 'em out, might try temp. capping vac. to HVAC dash controls, see if any difference.
If cap/re-route of EVAP solonoid causes check engine light, try re-connecting back to cut line at solonoid,w/ a tee. Add an inline restriction to solonoid feed, like one of these:
so this way, gasoline fumes from charcoal canister feed to main air duct, but some can go to soloniod too. Only need tee/ restriction valve (dyslexic, can't remember what this is called!

) IF there's a Check engine light/code for EVAP ststem. If needed, I'd try this, by opening the valve a bit at a time 'till code goes away. AND- if the EVAP re-route throws a code, but it Runs Better, maybe just leave it re-routed w/O the Tee/valve, and just put back stock for that Occasional Need...(get it?)
